Russia ratifies military-technical cooperation protocol with Belarus

MOSCOW, 24 July (BelTA) - The Russian Parliament has completed the ratification of the protocol on amending the agreement on the development of military-technical cooperation between the Russian Federation and Belarus dated 10 December 2009. The document was approved by the Federation Council on 24 July, BelTA has learned.

The Russian State Duma ratified this protocol on 21 July. It was signed in Moscow on 23 December 2025. The document is aimed at improving and simplifying the procedure for implementing military-technical cooperation between Belarus and Russia.

The document is aimed at improving and simplifying the procedure for ensuring military-technical cooperation between Belarus and Russia. “Specifically, we are talking about simplifying control and supervisory procedures and reducing the delivery times for weapons and military equipment," explained Vladimir Chizhov, First Deputy Chairman of the Federation Council Committee on Defense and Security. “The amendments introduced by the protocol regulate the procedure for concluding contracts to supply military-purpose products by the authorized organizations of the parties. Lists of supplied military-purpose products are to be approved, which will serve as the basis for the entry into force of the aforementioned contracts.”

“In addition, in accordance with the legislation of each party, military-purpose products are moved from the territory of one party to the territory of the other on the basis of extracts from the approved lists of supplied military-purpose products (approved by the authorized bodies of the parties) or permits issued by the authorized organizations of the parties. At the same time, they are exempt from duties and fees,” Vladimir Chizhov added.
