Responsibilities distributed among Belarusian prime minister, deputy prime ministers

MINSK, 23 August (BelTA) – The prime minister of Belarus signed executive order No.249p on 22 August 2018 to distribute functions and responsibilities between the prime minister, deputy prime ministers, and the head of the Office of the Council of Ministers, the press service of the Belarusian government told BelTA.

Prime Minister of Belarus Sergei Rumas will be in charge of directly overseeing the operation of the Council of Ministers. He will take care of domestic affairs, foreign affairs, defense, budget, finance, state security, justice, the Internal Affairs Ministry, the Ministry of Foreign Affairs (except for foreign trade matters), the Defense Ministry, the Communications and Informatization Ministry, the Finance Ministry (the execution of the central state budget), the Justice Ministry (except for matters concerning the Archives and Paperwork Management Department), the State Security Committee, the State Border Committee, the oblast administrations, the Minsk City Executive Committee, and the Office of the Council of Ministers.

Sergei Rumas will be in charge of general guidance and oversight over investment activities, the fulfillment of the most important targets of Belarus’ social and economic development forecast, and the execution of the central state budget. He will coordinate interaction with the parliament, the Constitutional Court, the Supreme Court, the State Secretariat of the Security Council, the Office of the Prosecutor General, the central bank, and the Investigative Committee.

First Deputy Prime Minister of Belarus Alexander Turchin will be responsible for coordinating and overseeing foreign trade operations of central government agencies and other organizations accountable to the central government for the sake of ensuring the fulfillment of the most important targets of the country’s social and economic development with regard to the export of merchandise and services and the foreign trade balance. Alexander Turchin will also oversee matters of economy, tax policy, monetary management policy, foreign economic activities, logistics, financial support for investment activities and the assessment of effectiveness of investment projects, government papers, precious metals, insurance business, securities, property relations (including management, privatization, assessment, and record keeping with regard to property owned by Belarus), entrepreneurship, trade, services to individuals, customs affairs, international financial and economic organizations, free economic zones. He will also oversee the development of digital economy.

Deputy Prime Minister Vladimir Kukharev will be responsible for the development of the civil engineering industry, transport and communications, housing stock, utilities industry, and emergency response services.

 

Deputy Prime Minister Igor Lyashenko will oversee the development of the production sector, including defense industries, power engineering industry, energy effectiveness, quality and competitive ability of products made by the production sector, standardization, collection and processing of ferrous and non-ferrous metal waste, scientific, R&D, and innovation efforts, intellectual property, import substitution, trade in fuel and energy resources inside the Union State of Belarus and Russia.

Deputy Prime Minister Igor Petrishenko will act as Belarus’ representative in the Council of the Eurasian Economic Commission. He will oversee Belarus’ activities within the framework of the Union State of Belarus and Russia, the Eurasian Economic Union. He will act as Belarus’ national coordinator in affairs of the Commonwealth of Independent States. Igor Petrishenko will also oversee social and cultural sphere, education, healthcare, sport, mass media, recreation and sanatorium treatment of individuals, including recreation for kids abroad, humanitarian affairs, social security, archives and paperwork management. Igor Petrishenko will also coordinate interaction of the central government with the population.

Deputy Prime Minister Mikhail Rusy will oversee the development of agribusiness, manufacturing and processing of agricultural products, food resources, forestry industry, natural resources and environmental protection, minerals and raw materials, hydrometeorology.

Specific deputy prime ministers have been assigned to specific ministries and government agencies depending on their area of responsibility.

The head of the Office of the Council of Ministers will manage the Office’s operation in the matters the executive order specifies. The head of the Office of the Council of Ministers will also interact with the deputy prime ministers, other members of the Council of Ministers, and will enable interaction of top Council of Ministers officials with the Belarus President Administration and other government agencies.
