Lukashenko criticizes performance of Belarus’ Academy of Public Administration

MINSK, 6 February (BelTA) – Belarus President Alexander Lukashenko criticized the performance of the Academy of Public Administration under the aegis of the President of the Republic of Belarus. He made corresponding statements at the session held on 6 February to discuss the optimization in the Belarus President Administration, BelTA informs.

“An objective evaluation of the performance of the Academy of Public Administration is needed (by the way, I have already given such an evaluation). If the current leadership of the Academy of Public Administration does not understand what to do, it should be replaced. The senior staff of the administration should work well,” the President said.

In his words, the improvement of the performance of the Academy of Public Administration should begin with educational programs. “We should think who will study there and adapt educational programs. Only promising civil servants who will be in demand tomorrow should study there,” the Belarusian leader said.

The head of state stressed that the process of training at the Academy of Public Administration should not be too long. However, a future government official should acquire profound knowledge. “He or she should have a good command of foreign languages. It is very bad that civil servants now use the services of translators to talks to their colleagues and experts abroad. They also need the knowledge of law and especially economics. Administration skills are also important,” Alexander Lukashenko remarked.

“The standards of selection to the Academy of Public Administration should be advanced to the highest level. Perhaps, it is needed to pay attention to the appointment of personnel taking into account all recommendations. We must determine which bodies, for example district executive committees or oblast executive committees, will be in charge of the process of selection,” the head of state added.

The President also criticized the Information and Analytical Center under the aegis of the Belarus President Administration. “It has been the same since its establishment,” he said. “It should be the best expert, analytical center. What analysis does it carry out? What research? Who needs the results of this work? The best people should be employed there. Maybe, there will be fewer workers but they should do their best to involve the best employees in the country as experts on a freelance basis.”

“Personnel numbers should be minimized. It will allow raising salaries to a decent level. Highly qualified people will not work at the Information and Analytical Center and other divisions if they are not paid well. The personnel reduction will release funds, you will additionally get financing from the budget,” the head of state said.

Alexander Lukashenko is not satisfied with the performance of the National Press Center. “I do not understand what it is doing,” the President said. “It should generate new ideas on daily basis. If there are no fresh ideas, the head of the center should be suspended from work immediately.”

The head of state added that all responsible agencies should be involved in the process of making decisions coming from the Belarus President Administration.
