Lukashenko comments on new public service bill

MINSK, 18 October (BelTA) - Work on the new bill on public service continues. Not all issues have been resolved yet, Belarus President Aleksandr Lukashenko said at a meeting in the Academy of Public Administration under the aegis of the Belarusian President in Minsk in 18 October, BelTA has learned.

The president noted that the current law on public service was adopted more than 15 years ago. With the  social and economic environment ever changing, it needs revising. “We need to take into account the practice of its application and to determine new promising areas of the development of the institution of public service,” said Aleksandr Lukashenko.

The president instructed to work out the new law a long time ago. This issue is handled by a working group of scientists and experts. Most of them are non-public servants to make sure they “do not craft the law for their needs”. In January 2019, the bill was considered at a meeting with the head of state. “Not all issues have been resolved yet. But the work continues. We have to solve specific problems: convergence of regulations governing various types of public service, increasing public service discipline, and formalizing a set of financial and social guarantees to compensate for the restrictions imposed on public servants,” Aleksandr Lukashenko noted.

According to him, the future law should be a document that will comprehensively regulate the process of public service, eliminate the need to adopt a variety of by-laws and departmental acts. First of all, we should not borrow some foreign models as many of them do not correspond to the specifics of the domestic governance system. We should proceed from the priorities of state policy,” the president noted.

He drew attention to the point that the public service system in principle cannot be static, because life does not stand still. “The task of the governance vertical is to be ahead of the curve and challenges of tomorrow or the day after tomorrow. Improving this system is a continuous process. Therefore, the issues of determining the criteria for recruiting the personnel, the mechanisms of their rotation, new approaches to the development of the talent pool will always require our constant attention,” the head of state noted.
