Business, IT, living standards to drive spring session agenda at Belarus Parliament
MINSK, 2 April (BelTA) – Sixty-five bills are currently under consideration in the House of Representatives. Some 37 of them are fully prepared for consideration. The list of issues these documents deal with reflects nearly the entire range of tasks we need to address to develop stable business environment, to promote IT sector, advance the green economy, improve the quality of life, and maintain peace, stability and social harmony, Speaker of the House of Representatives Vladimir Andreichenko said as he opened the spring session, BelTA has learned.
Vladimir Andreichenko noted that the agenda of the spring session is closely linked to the key socio-political issues which are widely and enthusiastically discussed in the country on the initiative of the head of state. This dialogue involves all authorities, civil society, business, local and foreign media. The president's address to the Belarusian people and the Parliament will soon become an important part of it as well. “All participants of the big conversation are united by the desire to see Belarus free, peaceful, just and prosperous. This fully meets the policy to ensure national sovereignty, economic independence, to protect constitutional rights and guarantees,” the Speaker stressed.
He called intellectual potential the main resource of the country. “By relying on it, we can noticeably reduce our raw material dependence and increase exports. An increase in the number of jobs in the digital realm generates high demand. It is vitally important for many industries and enterprises that are traditionally focused on the domestic market. The issues are on the front burner today and require relevant legal environment,” Vladimir Andreichenko noted.
So, for the accelerated assimilation of high technologies we need to concentrate funds on projects that will give guaranteed economic effect, he said. Therefore the Parliament considers it extremely important to legally prescribe a clear mechanism for the development of an innovative development program. According to the speaker, this will be the main task for MPs when amending the law on state innovation policy. “We also need to think about making the rules on the Belarusian market more intelligible and convenient for investors. The MPs should take this into account when considering laws on auditing, technical regulation, standardization and environmental impact assessment,” the speaker of the House of Representatives added.
Vladimir Andreichenko also spoke about the work on the new Housing Code and amendments to the law on the protection of rights of consumers of housing and utilities services. These bills will help address problems that have accumulated in this sector. “The number of tasks for the sector was outlined by the head of state in his directives on the housing and utilities sector and the construction industry. This is, first of all, the improvement of the quality of services, a fair tariff policy, support of vulnerable social groups and the development of public control,” the speaker said.
Vladimir Andreichenko named the Information Security Concept an extremely important and relevant document. The speaker also mentioned two more important bills. One of them is to strengthen the fight against the propaganda of Nazism and extremism. “The relevance of the bill is based on the fact that the methods that various destructive forces use are becoming more sophisticated today. We need to learn to clearly recognize all these threats and prevent them," the chairman of the House of Representatives said. The second document is the amendments to some codes that criminalize doping in sport. At first glance, their connection with information security is not obvious. However, doping scandals can cause irreparable damage to the reputation of athletes and the state in general, the speaker explained.
