Belarusian MPs ratify agreement on CIS Network University

MINSK, 16 December (BelTA) - The MPs ratified the agreement on the establishment of the CIS Network University at the meeting of the fourth session of the House of Representatives of the seventh convocation on 16 December, BelTA has learned.

The agreement was signed in May 2020 at the CIS Heads of Government Council session. “This is a legalization of the interuniversity project, which has already been on for more than 10 years, and which includes the leading CIS universities. The signing and, accordingly, ratification of the agreement will give a new impetus to the development of such educational relations in the CIS,” said Andrei Zlotnikov, member of the Standing Committee on Education, Culture and Science of the House of Representatives.

Citizens of the signatory states have equal access to the educational services of the Network University. Their training under the contract is carried out at the expense of the allocations provided in the budgets of the signatory states for the development of education, with the payment of scholarships and the provision of places in the dormitories of partner organizations under the conditions established by the legislation of the receiving states, as well as at the expense of individuals and legal entities in accordance with the contracts for the provision of paid educational services, allocations of funds set up by the participating states.

“This structure looks as follows. There are partner universities, and other participating states can join the already signed agreement at any time. There is a governing body, the Coordinating Council of the Network University, which determines the agenda and order of operation for each year, and selects the lead organization which operates this project,” the MP added.

According to Education Minister Igor Karpenko, who presented the bill in the Oval Hall, the agreement was made to improve the quality of training in specialties and areas of higher education, the implementation of the CIS priority joint scientific and technical projects, support the study of languages, cultures and traditions of the peoples of the signatory states.

The minister believes that the agreement will create necessary conditions for the expansion and deepening of contacts between the countries in the humanitarian and education areas. “It will create additional conditions to increase the attractiveness of higher education in Belarus, will strengthen cooperation and interuniversity relations in higher education in the CIS member states,” he said.

Igor Karpenko added that at present two Belarusian universities are taking part in the interuniversity project. These are the Belarusian State University and the Belarusian National Technical University.
