Belarus to get unified economic appeal court

MINSK, 23 December (BelTA) – A unified economic appeal court will be established in Belarus. It will be located in Minsk and will take care of appeals in all economic cases, BelTA learned from Chairman of the Supreme Court of Belarus Valentin Sukalo.

Some 75% of the appeals concern rulings of oblast and city economic courts. “So the main economic disputes take place in Minsk and the oblast. This is why there will be no problems with the administration of justice [once the unified economic appeal court in Minsk starts dealing with all the appeals],” Valentin Sukalo explained.

The official continued: “In the current situation oblast economic courts deal with original disputes and appeals. In our opinion, it is not exactly correct. We don’t want one court to offer two degrees of jurisdiction. We would like the unified economic appeal court to handle appeal cases.”

In his opinion, the creation of such a court can improve the quality of administration of justice in economic disputes and will allow completing the administration of justice at the appeal stage.

The new court will use existing premises and the already available personnel. It is most likely it will be located in the buildings where the courts of Minsk’s Pervomaisky District and Sovetsky District operate since these courts will move into a new building next year. It is now under construction.

About 20 most experienced judges will work in the unified economic appeal court in Minsk. “We will transfer a handful of judges that deal with appeals in the oblast economic courts to Minsk,” Valentin Sukalo explained. The cases will be heard using video conference technology. In other words, parties in a dispute will be invited into special studios based in the oblast courts instead of coming to Minsk in person.

All the necessary steps to create the unified economic appeal court are supposed to be taken in 2020.
