Belarus, Russia plan to sign agreement on BelNPP third power unit by year end

MINSK, 20 February (BelTA) - Belarus and Russia plan to sign an agreement on the third power unit of the Belarusian Nuclear Power Plant (BelNPP) by the end of the year, Belarusian Energy Minister Denis Moroz said before the ministry’s board meeting on 20 February, BelTA has learned.

“In 2025, the Belarusian Nuclear Power Plant generated about 17 billion kWh of electricity. The share of nuclear energy in the electricity consumption structure in Belarus has reached 40%, a quite significant figure. This is a reliable and stable energy source for our country and our economy. The nuclear plant also provides a synergistic effect not only for the energy sector but also for related industries. Taking this into account, in November 2025, a decision was made at the level of the head of state regarding the further development of nuclear generation in our country. There is an instruction on the necessity of implementing another unit at the Belarusian Nuclear Power Plant and on a more in-depth, detailed study of the issue of constructing another nuclear power plant, with the proposed location potentially being Mogilev Oblast,” said Denis Moroz.

An interdepartmental working group has been established between the Energy Ministry and the State Corporation Rosatom to formulate a framework agreement on the construction of a third unit at the Belarusian Nuclear Power Plant site. “Currently, work is underway to prepare this framework agreement. The technical parameters of the unit will be largely determined by how the energy sector and industry develop in Belarus and what the rates of electricity consumption will be. We plan that, like the existing units, the capacity of the third power unit will be 1200 MW. I am absolutely convinced that in the near future we will reach certain agreements on the framework agreement, which will be signed at a high level. The task is to sign it by the end of 2026,” the minister said.

“Regarding the construction of a second nuclear power plant, today we see Mogilev Oblast as the most promising site for its location. We are considering various configuration options for this nuclear power plant. Together with the Academy of Sciences, our design institutes, and the State Corporation Rosatom, we are currently studying several aspects. First, the site where the plant could be located. Second, the technical parameters of this plant, taking into account the prospects for increased electricity consumption beyond 2040,” the energy minister said.
