Belarus in favor of new agreement on arms control in Europe

MINSK, 28 September (BelTA) – Belarus is in favor of developing a new agreement on pan-European control over conventional weapons. The statement was made by Belarus’ Resident Representative in the OSCE Valery Voronetsky during the fifth conference on reviewing the effect of the Conventional Forces in Europe Treaty in Vienna on 27 September, representatives of the Embassy of Belarus in Austria told BelTA.

Belarus’ representative expressed concern over the buildup of military potentials and the rising military and political tensions due to differences in approaches to security among key European players. Valery Voronetsky underlined that control over conventional weapons and confidence and security-building measures play an important role in ensuring predictability and transparency of military affairs, in bolstering security and stability.

This is why Belarus is in favor of developing a new agreement on pan-European control over conventional weapons. The new agreement has to be inclusive and has to enable equal participation of all the OSCE member states in it. Valery Voronetsky noted that Belarus supports the idea of restoring the effectiveness and viability of control over conventional weapons in Europe for the sake of preserving stability and security on the continent.

Signed in 1990, the Conventional Forces in Europe Treaty played an important role in decreasing military tensions and bolstering the security architecture on the European continent after the end of the Cold War. The Treaty relied on political blocs and exhausted the idea by the mid-1990s. The 1999 Agreement on Adaptation of the CFE Treaty adequately reflected the military and political situation in Europe back then. It was supposed to allow new countries to accede to the CFE Treaty. However, the new agreement did not come into force due to deep mutual contradictions between parties to the agreement and the lack of political will in most of them.
