Belarus government adopts action plan to implement Entrepreneurship Development Ordinance

MINSK, 24 January (BelTA) – Belarus’ Council of Ministers has passed an action plan designed to implement provisions of the Entrepreneurship Development Ordinance, BelTA has learned.

The action plan provides for amending the legislation that regulates trade, public catering, consumer services, civil engineering, transportation, and advertising.

As many as 40 regulations will be corrected, including 21 laws and six codes. In particular, amendments will be incorporated into the Criminal Code, the Tax Code, the laws on fire safety, on external labor migration, and on transportation business basics.

Plans have been made to amend a large number of regulatory acts in Q1 2018, including those issued by individual ministries and government agencies. The changes will drop the requirement that forces commercial entities to use stamps. They will also optimize administrative procedures in trade, public catering, and consumer services. The number of expert evaluations and permits will be optimized.

The requirement that entrepreneurship development councils under the aegis of specific government agencies should review all the documents prepared for implementing the Entrepreneurship Development Ordinance is now mandatory.

Considerable efforts will be put into raising the nation’s awareness about peculiarities of the Entrepreneurship Development Ordinance. Onsite meetings will be arranged as well as seminars involving specialists of ministries and representatives of the private sector. Official websites of Belarusian government agencies will be expanded with sections dedicated to the Entrepreneurship Development Ordinance and other legislation meant to liberalize private initiative.
