Belarus’ financial watchdog lays out priorities at CIS session in Baku

MINSK, 5 September (BelTA) – The main thing for the audit institutions of Belarus is the quality of audit, Chairman of Belarus’ State Control Committee (SCC) Leonid Anfimov said when making a national report at the the 17th session of the CIS Council of Heads of Supreme Financial Control Bodies in Baku, BelTA learned from the SCC press service.

The session was attended by the heads of the supreme audit institutions of Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russian Federation, Tajikistan and Turkey who atended in the capacity of a guest. Speaking on the importance of quality indicators in the assessment of the effectiveness of supreme financial control bodies, Leonid Anfimov noted that Belarus’ State Control Committee pays utmost attention to the development of the system of evaluation indicators. "The current assessment methodology takes into account scientific methodological approaches to assessing the macro-efficiency of state financial control in general and the effectiveness of a financial watchdog in particular. Crime prevention is crucial: it is when a situation can be rectified at an early stage and damage to the interests of the state and citizens can be prevented,” he said.

According to Leonid Anfimov, serious work is underway in Belarus to improve auditing activities, to reduce auditing load, to eliminate duplicating functions of regulatory, law enforcement and supervisory bodies.

Being the Chairman of the CIS Council, Leonid Anfimov informed the meeting about the work done. Thus, the council’s strategic priorities were on the work in expert and working groups; cooperation in the field of personnel training, sharing of best practices; development of methodological and methodical documents; conducting joint bilateral and multilateral monitoring and expert-analytical activities.

The council undertook auditing activities and analyses, including joint control activities by the financial watchdogs of Armenia, Belarus, Kazakhstan, Kyrgyzstan and Russia in 2016 to verify the compliance with the regulations on the distribution of import customs duties and their transfer to the budgets of the EAEU member states. The external audit of the EAEU bodies is now underway.

At the end of the 17th session the council signed final documents and approved the plan of action for the period between the 17th and the 18th session. Chairman of Azerbaijan’s Chamber of Accounts took over as the chairman of the council.

The previous 16th session of the council was held in Minsk in June 2016. Following the meeting, Chairman of the Belarusian State Control Committee Leonid Anfimov took over as the chairman of the council for the period between the 16th and the 17th sessions.
