Belarus’ draft youth policy strategy until 2030 ready

ST. PETERSBURG, 16 July (BelTA) - Belarus has prepared a draft youth policy strategy for 2020-2030, Belarus’ Education Minister Igor Karpenko said at the 7th Russian-Belarusian youth forum "Youth for the Union State", BelTA has learned.

“Belarus has already drawn up the draft strategy for youth policy until 2030,” the minister said. According to him, the conceptual approaches of the document can be used in the strategy for youth integration in the Union State. “This will be a real contribution to the achievement of the sustainable social and economic development goals both in Belarus and Russia,” he stressed.

Andrei Belyakov, deputy chairman of the standing commission on education, science, culture and social development of the Council of the Republic, has been in charge of the development of the Belarusian youth policy strategy. Such documents are drawn up both in European countries and also in the Eurasian space, for example, in China, he told the media.

“The ideology of our strategy is built on patriotism. Belarusians are the people who know their history and respect it. We have chosen the elements of the national ornament as the symbols of the strategy: one stands for development, and the other symbolizes youth. We are talking about youth development, continuity”,  Andrei Belyakov said.

The youth policy strategy for 2020-2030 will consist of seven blocks. The document covers almost all areas of youth activity: education, culture and leisure, security, involvement in public affairs, sports and healthy lifestyle, employment, family policy.

“The strategy is not a document that was born out of nowhere. We rely on our national documents and, above all, on the strategy of social and economic development. We draw on the experience that we have gained since 1992 when the law on youth policy was adopted. We make certain adjustments in the light of modern trends. For example, when we talk about security we analyze the information impact on young people, th thing that has literally emerged in recent decades and that has a great response now,” the senator said.

Representatives of various ministries and departments, parliament and public associations have contributed to the development of the document. Inclusion gets a special place in the strategy. People with disabilities have contributed to the document  and offered their ideas, Andrei Belyakov added.

The draft strategy and additional recommendations have been posted on the website of the National Institute of Higher Learning. There people can get familiar with the documents and leave suggestions.

"The document is actually ready. It is a kind of pilot version. Now it is being discussed at the level of the expert community, the Education Ministry. We believe that the strategy will be finalized by September. Most likely, it will be adopted by a resolution of the Council of Ministers. Maybe some other way,” Andrei Belyakov said.
