Belarus president arrives in Kyrgyzstan to participate in CSTO summit

BISHKEK, 27 November (BelTA) – Belarus President Aleksandr Lukashenko has arrived in Kyrgyzstan on a working visit where he will participate in a summit of the Collective Security Treaty Organization (CSTO). The aircraft with the Belarusian head of state on board landed at the Manas International Airport in Bishkek, BelTA has learned.

Official events of the summit are scheduled to take place in the state residence Ala Archa on 28 November, however, the state leaders will have an opportunity to talk to each other the day before during an informal dinner hosted by the Kyrgyzstan president in honor of the heads of state of the Collective Security Treaty Organization.

A joint session of the CSTO Foreign Ministers Council, the Defense Ministers Council, and the Committee of Secretaries of Security Councils took place in Bishkek. Participants of the session discussed about twenty items, most of which will be discussed by the leaders of the CSTO member states during the forthcoming session of the Collective Security Council.

During the session of the Collective Security Council Belarus President Aleksandr Lukashenko is expected to outline the stance and the main proposals of his country regarding the development and enhancement of international and regional security in various segments. Items on the agenda will be discussed in private first and later on during a plenary session involving the ministers of foreign affairs, the defense ministers, and the secretaries of security councils. A number of documents are supposed to be signed as a result of the session of the Collective Security Council. The Belarusian head of state will traditionally meet with foreign colleagues on the sidelines of the summit.

According to the Collective Security Treaty Organization website, the agenda of the summit includes problems of international and regional security, the reinforcement of the Tajikistan-Afghanistan border, interaction with the United Nations Organization in implementing the Global Counter-Terrorism Strategy, coordination of foreign policy efforts of the CSTO member states, the buildup of the military potential of the Collective Security Treaty Organization, and the improvement of mechanisms designed to counteract challenges and threats, including in the sphere of information security. Events to celebrate the 75th anniversary of the Victory in the Great Patriotic War of 1941-1945 are on the agenda as well.

The Collective Security Council is expected to pass a statement on improving interaction and cooperation with a view to bolstering international and regional security. A plan of collective action of the CSTO member states to implement the UN Global Counter-Terrorism Strategy in 2019-2021 will be signed. It provides for tight interaction in improving the entire system of counteraction of terrorist challenges and threats. The document has been put together bearing in mind the CSTO’s fundamental stance in favor of setting up a broad international counterterrorism coalition.

The agenda also includes a draft resolution on a list of additional measures meant to reduce tensions at the Tajikistan-Afghanistan border.

The Collective Security Council is also expected to pass resolutions to amend CSTO regulations, the provision on the CSTO Collective Security Council, and the rules of procedure of CSTO bodies. Participants of the session will also discuss further improvement of the organization’s military component, in particular, the draft resolution on preparing and carrying out joint military exercises within the framework of the Collective Security Treaty Organization.

Plans are in place to consider and submit for signing a draft resolution to amend the provision on the continuous CSTO operation in counteracting information technology crimes (Operation Proxy).

The Collective Security Council is also expected to approve an action plan on celebrating the Victory in the Great Patriotic War of 1941-1945.

Russia is expected to take over presidency over the Collective Security Treaty Organization for the next intersessional period in 2019-2020. Belarus’ representative Stanislav Zas, who now works as the state secretary of the Security Council, will assume the office of the CSTO secretary general as from 1 January 2020. The candidacy has previously been approved by all members of the Collective Security Council.

The Collective Security Treaty Organization fosters cooperation in matters of ensuring and beefing up security along a number of avenues: in politics, in parliamentary work, in military sphere and military technology, in counteracting terrorism and extremism, in fight against illegal drugs trade, fight against illegal migration, in the sphere of information security, prevention and alleviation of consequences of emergencies.
