State Secretariat of Belarus’ Security Council to be given status of government body

MINSK, 18 May (BelTA) - The State Secretariat of the Security Council will be given the status of a government body. This is envisaged in the new wording of the regulation on the Security Council, State Secretary of the Security Council Aleksandr Volfovich told reporters after the Security Council meeting, BelTA has learned.

Among the important issues on the agenda of the Security Council meeting were the new drafts of the regulations on the Security Council and its secretariat. The head of state approved the documents. "The president made some comments that will be analyzed. The amendments will be made, and the documents will be submitted for approval to the head of state in due course," the state secretary explained.

According to him, the previous wording was issued in 2000 and since then the need has emerged to update it. Work on the document will be completed in the next month.

The drafts of the new regulations on the Security Council and its State Secretariat shall retain the main functions and tasks of the Security Council. However, some provisions have been optimized, refined and adjusted.

It is planned that the State Secretariat will receive the status of a government agency. Thus, its role and responsibility will increase, Aleksandr Volfovich said. “A task has emerged to help the president to implement the powers with ensuring national security," he said. The new functions also include forecasting, detection, analysis, assessment of risks, challenges and threats to national security, developing a set of measures to eliminate them, identifying government agencies and officials responsible for implementing this set of measures, considering strategic planning issues, and other coordinating functions.

The regulations will reflect and formalize the new rules set out in the president’s Ordinance No. 2 concerning the transfer of powers to the collective body of the Security Council in the event of the death of the head of state or other violent actions.

"Given the status of the Security Council as a constitutional body, these regulations will be open to the public," the state secretary said.
