PM: Belarus will sign roadmaps with Russia only if its interests taken into account

MINSK, 13 November (BelTA) – Belarus will sign the integration roadmaps with Russia only if its interests are accommodated, Belarusian Prime Minister Sergei Rumas told reporters in Minsk on 13 November, BelTA has learned.

“We will sign the roadmaps only if the interests of Belarus are taken into account,” said Sergei Rumas.

One of the most difficult roadmaps is the one on the tax code, he said. “The two countries have developed their tax laws. To approximate these laws in a very short period of time is technically not an easy job," he explained. The matter is not about switching to the Belarusian code or the Russian code, he said. The task is to take the best practices in each country and unify the approaches.

According to the Belarusian head of government, tax burden is easier in Russia and Belarusian economic entities could benefit from switching to lower tax rates. This, however, raises a question of compensation for the budget due to drop-out revenues. “The talks with Russia are focused on this matter, on ways to compensate Belarus for these drop-out revenues to make sure harm is done to the economy,” Sergei Rumas said. He added that all the issues regarding the tax roadmap can be solved.

As BelTA reported, in early September the prime ministers of Belarus and Russia coordinated the draft plan of action on the Union State integration program and the list of the corresponding roadmaps. Now the two countries need to work out 31 roadmaps to implement the program. The governments of Belarus and Russia plan to submit the draft roadmaps to the presidents before 1 December. The roadmaps will be signed by heads of the government bodies.  The plan of action on the Union State integration program will be signed at the level of the heads of state.
