Plans to transfer some presidential powers to government in Belarus

MINSK, 28 April (BelTA) – Proposals have been made to transfer some presidential powers to the government, Chairman of the Belarusian  Constitutional Court, Chairman of the Constitutional Commission Piotr Miklashevich said during a meeting of the Constitutional Commission in Minsk on 28 April, BelTA has learned.

“The analysis of more than 150 laws, which contain the information about the powers of the president, shows that many of the powers of the head of state, established at the legislative level in various spheres, have become redundant in the current conditions and are not fully conditioned by the constitutional status of the president. Such powers are generally the responsibility of the executive branch. So it would make sense to transfer them to the government,” Piotr Miklashevich noted.

According to him, the powers of the prime minister may be expanded. "It is proposed to expand the powers of the prime minister, to strengthen his role in the formation of the government by entitling him to make proposals to the president on the structure of the government, to appoint deputy prime ministers, ministers and other members of the government," the chairman of the Constitutional Commission said. "This strengthening of the powers of the prime minister is within the constitutional functions of the president and the government and is aimed at enhancing the role of the prime minister and strengthening both his responsibility and the responsibility of the government as a whole."

This is the third meeting of the Constitutional Commission. It is set to consider the proposals to amend the constitutional provisions on the functions and powers of the President of Belarus and the Government - the Council of Ministers. The Constitutional Commission held the first meeting on 31 March. The commission will hold two meetings per month.
