MINSK, 4 March (BelTA) – Granting the constitutional status to the Belarusian People's Congress is an act of historical justice, Belarusian President Aleksandr Lukashenko said at a solemn ceremony to sign the Decision of the national constitutional referendum at the Palace of Independence on 4 March, BelTA has learned.

“Granting the constitutional status to the Belarusian People’s Congress is an act of historical justice. Since ancient times people’s meetings have been at the forefront of decision making process on the most important state issues. Nowadays, for more than a quarter of a century the Congress has been approving five-year programs of social and economic development, taking part in making crucial decisions in the life of the country. We have legalized the oldest tradition of our Slavonic democracy,” the head of state said.

The Belarusian People’s Congress in its modern, now legal status, will have a stabilizing and consolidating function in society and will act as insurance against unforeseen events. For this purpose, it is vested with a wide range of powers - from approving military doctrine to deciding on the legitimacy of elections. As the supreme body of the people's power, it will have the right to impeach the president, taking into account the predetermined legal rules.

“In fact, any issue of importance to the state can be submitted to the Belarusian People’s Congress. The law on the Belarusian People’s Congress should provide for other possible powers of this body. That is why it is important for the Congress to remain mobile despite its impressive membership of 1,200 delegates,” stressed the Belarusian leader.
