MINSK, 25 November (BelTA) – Belarusian President and Chairman of the Belarusian People’s Congress Aleksandr Lukashenko identified the greatest danger for the Congress in the future at a meeting of its Presidium on 25 November, BelTA has learned.
The head of state emphasized that the Congress has been operating for several years, but for the first time it is receiving such close attention both in terms of content and form. Therefore, he stressed, it is necessary to develop a working style for the Congress and its Presidium that will be permanent. This may take years to establish, but the process must begin now.
“The most dangerous scenario for us, as people have observed, especially specialists, would be if the Belarusian People’s Congress were to come into conflict with another president, certainly not today, but in the future. That would be a disaster. There must be no conflict. Therefore, in structuring the work of the Congress and its Presidium, it is essential to ensure that everyone focuses on their own responsibilities,” Aleksandr Lukashenko stated.
Continuing the discussion, he focused on the conceptual nature of the powers of each body.
“The president is the president. He is the head of state, and in popular terms, his powers have been established over decades. There is no need to dismantle this. It produces a certain effect,” the Belarusian leader said.
According to him, the Belarusian People’s Congress should deal with larger, global issues. “We have agreed, this is already set in stone, that it defines the directions of the state’s work for the foreseeable future and the strategic tasks,” Aleksandr Lukashenko stated.



This does not mean that the Congress should not be involved in tactical issues. Delegates should certainly be aware of ongoing processes in their country, note any shortcomings, if they exist, and carefully point them out to local authorities. But the Congress should not function like bodies that control various processes across the country, the president warned. He said that such an approach should not be tolerated.
“Some people here are obsessed with the problem of how to organize the work of the Congress and its delegates. They propose to control everything and everyone, but this must not be allowed. Everyone has their own duties and responsibilities,” the head of state emphasized. “If we disrupt the established order, we will face bad consequences.”
As an example of significant issues within the competence of the Congress, Aleksandr Lukashenko cited the discussion and approval of the country’s socio-economic development program for a five-year period. “All delegates and members of the Presidium must see how this program is being implemented in the country, how its key provisions are being fulfilled,” he noted.
Another example is the determination of the general direction for ensuring the country’s security. Thus, the Belarusian People’s Congress approves the National Security Concept and the Military Doctrine of Belarus.
“The Congress is a body that will deal with forward-looking, important issues that no other organization can resolve,” Aleksandr Lukashenko emphasized. “This is what we must clearly understand. If anything is wrong or raises concerns among delegates, we need to bring these issues up at the Congress. Communication with Congress delegates is essential, as they will inform members of the Presidium about developments in this area.”
According to the president, it is important to define the role of the Presidium not only within the system of state power but also in society as a whole. It is also necessary to make well-considered decisions regarding the size of the staff of the Congress. “There must be no unnecessary personnel here. Everything should be based on the need and the scope of work assigned to the staff, the Presidium, and the Congress. I would like you to approach this issue in a creative, practical and efficient manner,” the Belarusian leader instructed.
