Lukashenko: Local authorities must deliver results, treat people fairly

MINSK, 14 August (BelTA) – Heads of district governments must deliver measurable results and treat people fairly, Belarusian President Aleksandr Lukashenko said while approving new appointments in seven districts and one district of Grodno, BelTA has learned.

The head of state inquired in detail with the officials about the state of affairs in their respective districts. The discussion covered agriculture, personnel availability, work discipline, and other aspects of work of local authorities.

“Listen to me, guys, make sure that people are treated fairly. Take a good look at who you’ll be working with. Be kind to people,” Aleksandr Lukashenko said. The president stressed that local personnel matters must be handled carefully. One shouldn’t make rash decisions or act recklessly.

Speaking about agriculture, the head of state emphasized that harvesting work should be taken up a notch. “There’s no time for slow starts. Especially since you’re mostly agricultural specialists,” Aleksandr Lukashenko addressed those present. “The harvest campaign must continue - particularly in Vitebsk Oblast. I won’t say ‘finish harvesting’ as you need to go on with it. You are only halfway through.”

The head of state also reminded that district executive committee heads are assigned the poorest-performing farms in their districts – and they are personally responsible for their development. “As Dmitry Nikolayevich [Krutoi, Head of the Belarus President Administration] has told me, we’re now pushing hard in this direction. Heads of district administrations don’t feel very comfortable when we assign the worst-performing farms to them. Listen, men, you cannot go on this way. You need to run the district by demonstrating tangible results. So decide which farm you’ll oversee and assist,” said Aleksandr Lukashenko.

The president wished the officials success and reminded them they’re essentially on the front lines.

Lukashenko makes personnel decisions to appoint heads of municipal authorities

MINSK, 14 August (BelTA) – Belarus President Aleksandr Lukashenko made a number of personnel management decisions on 14 August. The president authorized the appointment of new heads in seven districts of the country and in the administration of one district in the city of Grodno, BelTA has learned.

The appointment of Nikolai Bortnik as the Chairman of the Ivanovo District Executive Committee has been authorized. Up till now he has been the head of OAO Tyshkovichi-Agro in the same district.

Vladimir Senchuk will lead the Kamenets District Executive Committee by replacing Vitaly Kulak, who will be appointed Deputy Agriculture and Food Minister. Vladimir Senchuk will be transferred to the Kamenets District Executive Committee from the position of the Chairman of the Brest District Executive Committee. His previous position will be filled by Grigory Panasyuk, who has been First Deputy Chairman of the Zhabinka District Executive Committee, Head of the Office for Agriculture and Food up till now.

The appointment of Piotr Belus as the Chairman of the Glubokoye District Executive Committee has been authorized. He has been working as a Deputy Chairman of the Braslav District Executive Committee up till now and has been overseeing the housing and utilities industry and the civil engineering industry.

Chairman of the Senno District Executive Committee Oleg Makarevich will be transferred to the position of the Chairman of the Dubrovno District Executive Committee. His previous job will be filled by Aleksandr Klyachin, who has been the Deputy Head of the Zheleznodorozhny District Administration of Vitebsk in charge of overseeing the civil engineering industry and the housing and utilities industry.

The president also authorized the appointment of Dmitry Stankevich as the Chairman of the Chashniki District Executive Committee. He has been working as a Deputy Chairman of the Smorgon District Executive Committee in charge of overseeing the housing and utilities industry and the civil engineering industry up till now.

In accordance with the head of state’s decision the Administration of Oktyabrsky District of Grodno will be headed by Zoya Kulesha. She has been working as a Deputy Chairwoman of the Grodno City Executive Committee up till now.

Apart from that, personnel changes have been authorized in the Vitebsk Oblast Executive Committee. Snezhana Titova will be appointed chief administrator. She has been working as the head of the Vitebsk Oblast branch of the Republican Center for Health Improvement and Sanatorium-Resort Treatment of the Population up till now.

The head of state asked the executives about the state of affairs in the districts in detail. The conversation touched upon agriculture, personnel shortage, performance discipline, and other aspects of the work of municipal authorities.

Addressing Vladimir Senchuk, Aleksandr Lukashenko wondered why he is moving from the Brest District Executive Committee to the Kamenets District Executive Committee. “How do you explain this move? We have always believed that an executive committee in the country’s capital or an oblast capital is slightly higher and more prestigious. And you’ve decided to work in the Kamenets District Executive Committee,” the president clarified.

Vladimir Senchuk explained he would like to use the experience of working in Brest for the sake of developing the economy of Kamenets District among other things. In his words, Kamenets District has a rather well-developed agribusiness complex. Apart from that, the region has a rich tourism potential that can be developed.

Since the president authorized the appointment of heads of several districts in Vitebsk Oblast, he was interested in learning the state of affairs in the region and what problems are the most pressing ones from the point of view of the municipal administrators. According to the heads of the district administrations, there are certain shortcomings in personnel management and performance discipline.

The conversation also touched upon the availability of machines and vehicles for agricultural enterprises in the districts. Agricultural enterprises often have good modern harvesters but they sometimes lack the specialists that can drive them. This is why Aleksandr Lukashenko drew attention of the heads of the district administrations to the need to personally know good specialists, who can be employed to drive the vehicles and machines during harvesting operations.

Addressing Zoya Kulesha, who has been appointed head of the Oktyabrsky District administration of the city of Grodno, the president wondered about the development of this oblast capital. According to Zoya Kulesha, work is in progress to beautify the city, the social infrastructure develops, more housing is getting built.

“We aspire for leadership in beautification and cleanup. I am sorry for immodesty,” she said.

“It is a totally beautiful city,” Aleksandr Lukashenko agreed. “I have always liked it. Especially its certain hilliness.”

Zoya Kulesha added that preparations are already in progress in Grodno for hosting the 15th republican festival of national cultures, which will take place next year.

“Thank you for that. You have an awesome festival. Well done!” the president offered praise. “Well done for supporting it. And it is very important indeed for Grodno.”

The head of state drew Zoya Kulesha’s attention to the need to keep an eye on the performance of enterprises located in the district. “You don’t have to shy away from interfering with the operation of enterprises of seemingly republican form of ownership. There are no enterprises that are not yours over there. Your enterprises are everywhere. You are the president’s representative in that land. This is why there is no need to feel shy,” Aleksandr Lukashenko stressed.
