Law on protecting sovereignty, constitutional system found compliant with Belarusian Constitution

MINSK, 14 July (BelTA) – The Constitutional Court has found the law on amending laws on protecting the sovereignty and the constitutional system compliant with the Constitution. The court’s ruling was published in the national legislation registry on 14 July, BelTA has learned.

The Constitutional Court believes that the law is compliant with the Constitution as far as the content of the provisions, the form of the regulatory act, the delimitation of authority between government agencies, and the adoption procedure are concerned.

The Constitutional Court reviewed the compliance of the law with the Constitution in an open session as part of the mandatory preliminary oversight procedure.

After evaluating the content of the provisions of the law the Constitutional Court concluded that the regulations the law will introduce are compliant with provisions of the Constitution and meet requirements of international legislation. The law has to be adopted in order to improve the regulation of operation of government agencies, other organizations, and their personnel in conditions of the state of emergency and in conditions of the state of martial law.

The law amends the law on the Armed Forces of the Republic of Belarus, the law on the state of emergency, the law on the state of martial law and incorporates provisions of Belarus president ordinance No.2 into the laws on the state of emergency and on the state of martial law.

The law on amending laws on protecting the sovereignty and the constitutional system was passed by the lower chamber and the upper chamber of the Belarusian parliament on 25 June 2021 and was forwarded to the president for signing.
