Establishment of institute for advanced training of Belarusian investigators authorized

MINSK, 11 June (BelTA) – Belarus President Aleksandr Lukashenko has agreed to the establishment of an institute for the advanced training and retraining of personnel of the Investigative Committee, BelTA learned from the committee’s Chairman Ivan Noskevich on 11 June.

The official said: “The head of state attentively listened to my reasoning and authorized the establishment of this educational institution. I think today or tomorrow we will get a presidential decree on establishing the Advanced Training and Retraining Institute of the Investigative Committee.”

Ivan Noskevich mentioned changes in the structure of crimes as one of the reasons the institute is needed. The overall crime rate in Belarus has dropped by 13.5% this year but the share of hi-tech crimes is on the rise. “At present they represent about 12% of the total. The share grows higher every year. It is also worth noting that conventional crimes are moving into the sphere of high technologies, for instance, blackmail and fraud. While in the past blackmailers would arrange meetings in some desolate places, now they meet in the dark web. It is part of today’s world. We adequately respond to that,” the chairman noted.

In his words, reasons for establishing the educational institutions were covered by the second section of his report to the head of state. “No educational institution trains investigators, who can properly investigate hi-tech crimes. We train them in-house. Now we are going to do it using scientific principles and a dedicated vocational training institution,” Ivan Noskevich stressed.

The future institute is expected to do a lot of work to unify investigation practices, provide procedural guidelines for investigations at a brand new level, and introduce scientific components into investigative work. There are plans for exporting education services as well.
