Bychek appointed to lead Belarus’ Investigative Committee

MINSK, 23 December (BelTA) – Belarusian President Aleksandr Lukashenko has appointed Konstantin Bychek Chairman of the Investigative Committee of Belarus, BelTA has learned.

Previously, Konstantin Bychek served as Head of the KGB Investigative Department.

The head of state noted that this personnel decision had been made some time ago, but it had not been publicly announced until now. It was taken at this moment to begin the new year with new positions, new ranks, and, certainly, new tasks from the president.

Aleksandr Lukashenko pointed out that he had deliberately invited two people to the conversation: Dmitry Gora, who previously headed the Investigative Committee and has now been appointed Prosecutor General, and Konstantin Bychek, who will lead the committee. “I think as a patriot of the country who loves your homeland, you will be glad to share your experience with the young man,” the head of state said addressing Dmitry Gora. “I know there are always challenges when a new leader comes. You have experienced this and handled it well. Therefore, Konstantin [Bychek] needs help in this regard. And we all will help. He is a strong man, as life has shown.”

The president instructed the new head of the Investigative Committee to make thoughtful, balanced decisions: “The main thing is to do it carefully, without haste.” He added that, as in any organization, the Investigative Committee has its own particularities, and “people do not always welcome outsiders”. Aleksandr Lukashenko emphasized that Konstantin Bychek has always been a professional investigator, with experience in the field. “But he is young and used to work for another organization,” the president stressed, noting possible discussions within the committee. “But this does not mean that there are no worthy people in the Investigative Committee. I cannot raise any claims against anyone right now, although I have closely observed your work. This is what personnel reshuffle is about. There is nothing surprising. One investigator becomes the prosecutor general, and another investigator takes his place, although he comes from another agency.”

The head of state said that he also had some reservations about the candidacy of Konstantin Bychek before appointing him Chairman of the Investigative Committee. “At first I thought, Konstantin [Bychek], I don’t want you to get overwhelmed with this appointment,” Aleksandr Lukashenko remarked. But, as the president explained, he ultimately dismissed that thought, since the country has a system of governance designed to prevent such things from happening. Moreover, the candidate’s personal qualities spoke in favor of this personnel decision. “I believe you are a reasonable person,” the president noted. “As a young man who is quickly climbing the career ladder, you have earned [this appointment [to a new high position]. There’s no question about it. You have never hidden behind others’ shoulders, and that is very important for a military man. You deserve this promotion."
