Bill on Belarusian People’s Congress passes first reading at House of Representatives

MINSK, 20 December (BelTA) - The draft law “On Belarusian People's Congress” passed the first reading at the meeting of the ninth session of the House of Representatives of the seventh convocation on 20 December, BelTA has learned.

The draft law, submitted to the House of Representatives by MP Svetlana Lyubetskaya, was introduced in compliance with point 4 of the plan of legislative acts for 2022, approved by presidential decree No. 508 of 23 December 2021.

The draft law contains provisions aimed at determining the procedure for the formation of the Belarusian People's Congress and the exercise of its powers, the principles and organizational foundations of its activities, the mechanisms for considering issues within its competence. The draft law also proposes to establish the legal status of the delegate of the Belarusian People's Congress, his/her rights and obligations, the grounds for termination of his/her powers, including early termination.

The bill takes into account the conceptual approaches to the formation and activities of the Belarusian People’s Congress, its structure, competence and powers of its bodies established by the Constitution of the Republic of Belarus. In order to comply with the principle of consistency and complexity of legal regulation of social relations concerning the activities of the Belarusian People’s Congress, the draft law provides for amendments to a number of existing laws.
