Belarus-Russia briefing on Eurasian Charter of Diversity held at SCO Secretariat in Beijing

MINSK, 29 April (BelTA) – Ambassador-at-Large of the Belarusian Ministry of Foreign Affairs Andrei Luchenok took part in a joint briefing by representatives of Belarus and Russia on the drafting of the Eurasian Charter of Diversity and Multipolarity in the 21st Century, BelTA reports, citing the Belarusian Ministry of Foreign Affairs.
At the briefing, which took place at the Shanghai Cooperation Organization Secretariat in Beijing, Andrei Luchenok noted that Belarus views the charter as a unifying document. It will outline the parameters and principles of a security architecture across the Eurasian space.
The Belarusian diplomat explained the logic and principles behind the charter, the need for swift implementation of the initiative, and the role of the SCO in this context. The Belarusian side expressed its readiness to assume the role of chair in the negotiation process, noting its openness to the idea of co-chairmanship.
Andrei Luchenok also drew the audience’s attention to the briefing’s goal: not only to present the positions of Minsk and Moscow, but also to hear assessments, suggestions, and alternative approaches.
The event was attended by representatives at the level of ambassadors, minister-counsellors, and national coordinators from more than 20 countries, including SCO member states, observer states, and dialogue partners.
Belarus became a full member of the SCO in July 2024. On 1 September 2025, the heads of state approved the SCO Development Strategy through 2035 and a package of other documents following the organization’s 25th anniversary summit in Tianjin, China. Belarusian President Aleksandr Lukashenko also signed the documents of the international forum. The strategy defines the SCO’s goals and objectives, as well as the methods for achieving them by 2035. Based on the SCO’s principles and values, the strategy outlines tasks for strengthening mutual trust and good-neighborliness among member states, jointly countering security challenges and threats across the SCO space, deepening practical cooperation in trade, economy, finance, and investment, among others. With Belarus’ participation, a package of documents on cooperation in various fields was also adopted, including the SCO Program of Cooperation on Countering Extremist Ideology for 2026-2030 and the Roadmap for the Implementation of the Energy Cooperation Development Strategy until 2030
Currently, Belarus is actively involved in various dimensions of SCO activities.
