Belarus puts forward security initiatives at CSTO meeting

MOSCOW, 26 May (BelTA) – Aleksandr Volfovich, State Secretary of the Security Council of Belarus, presented Belarusian initiatives to strengthen collective security at a meeting of the CSTO Committee of Secretaries of Security Councils in Moscow on 26 May, BelTA has learned.
“It can be said that the situation on the CSTO’s western borders is difficult and generally tends to deteriorate. Under these circumstances, we see the following as promising steps in security within the Committee’s competence: first, we propose taking measures to further modernize the weapons and military equipment currently in service with our states’ Armed Forces. The experience of modern warfare shows how technological superiority and flexibility in the development of military technologies allow one side to dominate an armed conflict, regardless of the overall balance of forces and means,” Aleksandr Volfovich said.
He did not rule out that addressing this problem requires the development and adoption of a targeted interstate program for the joint modernization of the forces and assets of the CSTO collective security system. “Priority should be given to drone and missile systems, as well as counter-drone and counter-missile systems. Also of great importance today are means of enhancing the survivability of personnel and military equipment on the battlefield,” the state secretary said.
“Second. At the same time, it is necessary to continue strengthening the military component of the CSTO through the participation of national contingents in annual exercises of our organization’s troops (collective forces). The command and staff exercise with CSTO peacekeeping forces Indestructible Brotherhood 2026 and the specialized training with joint formations for radiological, chemical, and biological protection and medical support Barrier 2026 are scheduled to take place on the territory of the Republic of Belarus in mid-October 2026. We hope that your military personnel and representatives of special services will take part in these exercises in Belarus in accordance with previously reached agreements,” he added.
“Third. Certainly, alongside strengthening the military component, it is necessary to maintain close cooperation and the effectiveness of joint measures by special services and law enforcement agencies of member states to counter acts of terrorism and extremism originating from third countries, as well as the recruitment of our citizens by those countries. New ways must be found to enhance security on the external borders of the CSTO in order to establish a reliable barrier against the infiltration of weapons, ammunition, terrorists, extremists, and mercenaries into the organization’s area of responsibility. In this regard, we fully support the course our organization has taken toward cooperation with other intergovernmental organizations, primarily the CIS and the SCO,” Aleksandr Volfovich said.
As a fourth direction, he named military and terrorist threats in cyberspace. “The covert conduct of operations by unfriendly states on the territory of our countries has become possible due to the active use of the IT sector, satellite channels, cyber intelligence, and other modern innovative technologies. We need to cooperate more closely on a practical level and develop effective mechanisms for cyber defense,” the state secretary stated.
“This is far from an exhaustive list of challenges and threats to collective security. However, these aspects are the most pressing for Belarus in the Eastern European region of collective security,” Aleksandr Volfovich added.
