Belarus, Poland sign social security agreement

MINSK, 14 February (BelTA) - Belarus and Poland signed a social security agreement during an official visit of a Belarusian parliamentary delegation headed by Chairman of the Council of the Republic Mikhail Myasnikovich to Warsaw, BelTA learned from the Labor and Social Security Ministry.

The document was signed by Belarusian Deputy Labor and Social Security Minister Valery Kovalkov and Deputy Minister of Family, Labor and Social Policy Marcin Zieleniecki of Poland. “This is another important step in the development of international cooperation in social policy,” the ministry said.

The agreement aims to regulate social protection of citizens working (or who used to work) and residing in the territory of the two countries. It regulates the payment of social insurance contributions and contributions to disability insurance programs; insurance benefits, like temporary disability and maternity benefits; unemployment benefits; pensions; payouts in compulsory insurance against accidents at work and occupational diseases; burial allowances.

Insurance contributions shall be paid in accordance with the law of the state where a citizen performs work, irrespective of his place of residence. Pension provision is subject to the principle of proportionality: Belarus and Poland shall award the pension for the service record gained in accordance with their legislation and in their territory. It will be paid to the state of residence of a pensioner.

The agreement shall enter into force once the two states complete domestic procedures necessary for its entry into force. In Belarus this is the adoption of a law on ratification of the agreement.

“To implement the document the parties are working on the conclusion of an appropriate interdepartmental administrative agreement regulating procedural issues of cooperation between the relevant authorities and payment of pensions and other social benefits,” the ministry said.
