Belarus fine-tunes its laws on heraldic symbols

MINSK, 14 May (BelTA) – Belarus is fine-tuning the legislation on heraldic symbols, Belarusian Justice Minister Yevgeny Kovalenko told the media in Minsk on 14 May, BelTA has learned.

“The work on the bill is in the home stretch. It has been developed in accordance with the lawmaking plan 2026, approved by the president, and is aimed at ensuring an even stricter hierarchy of heraldic symbols, uniformity in approaches to their description and depiction and regulating the use of heraldic symbols,” Yevgeny Kovalenko noted. “Unfortunately, we sometimes see certain abuses by dishonest individuals who wear insignia on their clothing without having the right to do so. Therefore, the bill prohibits the use of insignia by persons not entitled to do so, and introduces administrative liability for violating this requirement.”

On 14 May, Belarus’ National Archives hosted a meeting of the interdepartmental working group on the bill “On Amendments to Laws on Official Heraldic Symbols”. The meeting was attended by officials of the Justice Ministry, including the Department of Archives and Records Management, the Research Institute of the Armed Forces of Belarus, the National Center for Legislation and Legal Information, the Labor and Social Security Ministry and others.

The Justice Ministry, specifically the Department of Archives and Records Management at the Justice Ministry, is responsible for the unified state policy in this area.

To develop the core provisions of the bill, an interdepartmental working group was established, comprising representatives from various government bodies, heraldry experts, and legal professionals. They are expected to come up with a high-quality, coherent, and clear law that will serve to strengthen the authority of state power in the field of official heraldic symbols.
