Belarus-Czechia social security agreement in effect from 1 October

MINSK, 1 October (BelTA) – The reciprocal social security agreement between Belarus and the Czech Republic of 14 March 2018 came into force on 1 October 2019, BelTA learned from the Belarusian Labor and Social Security Ministry.

The document regulates payment of contributions for compulsory state social insurance, appointment and payment of benefits in Belarus (retirement benefits, disability benefits, survivor’s benefits) and in the Czech Republic (retirement benefits, disability benefits, widow’s benefits, and orphan’s benefits). Provisions of the agreement do not apply to benefits for members of the armed forces, internal affairs bodies, national security bodies and other people whose benefits are not covered by insurance payments.

Benefits will be paid in accordance with legislation of the state where a person works.

The agreement also lays down the principle of financial responsibilities of the parties. This means that each state will appoint retirement benefits in its territory and pay them out to the state of residence of a citizen. For example, if a citizen of Belarus has a certain period of service in Czechia, retirement benefits will be appointed by Czechia in accordance with its legislation, and Czechia will pay (export) the benefits to Belarus in euro.

Benefits appointed before the agreement came into force do not fall under the agreement, with exception of benefits which were appointed without taking into account the period of service in the other country.

Belarus has already concluded similar agreements with Russia, Lithuania, Latvia, and Azerbaijan. Agreements with Poland and Estonia have been signed but have not come into effect yet.
