Asset management of enterprises discussed in Belarus

MINSK, 9 February (BelTA) – The introduction of asset management of enterprises has been discussed at the government session held by Belarus President Alexander Lukashenko on 9 February, BelTA has learned.

The government has prepared a draft decree on the asset management of enterprises as asset complexes and submitted it to the president. “We have agreed that before making important decisions I would like to discuss these proposals. Moreover, we have recently found out that we introduce too many innovations, then in six months’ time we start amending draft laws because they do not meet the requirements of life,” Alexander Lukashenko said.

In this regard, the head of state wanted to be informed about the reasons for the preparation and passing of a new legal act. “Can the relations established in this decree be regulated without it?” the Belarusian leader wondered. “There is a loss-making unprofitable enterprise. It is inefficient. But it should work well. Let’s give corresponding authorities to government bodies. If it is an agricultural enterprise, governors and heads of district executive committees will be in charge. It is up to them to decide how to manage this enterprise.”

Alexander Lukashenko also wanted against the potential violations in the appointment of various managers. Their activities should not turn into asset grabbing. “How many loss-making enterprises did managers save? I do not remember such cases. Therefore, I am concerned about the viability of such decisions,” the president said.

The head of state stressed that it is needed to take into account life circumstances in the regulation of certain processes. He cited the legal framework regarding business representatives as an example. “The figure was mentioned – about 2,000 legal acts regulate the relations of small, medium-sized businesses, and so on. Who will read them?” the Belarusian leader emphasized.

“There is an owner – the state (a district executive committee, an oblast executive committee, the government). Let’s manage enterprises. We sometimes cannot find normal directors to operate enterprises, but you are going to look for additional people for asset management,” the president remarked. “We can use simpler schemes which will be understandable to our people, managers.”
