Approximation of law among key themes of Belarus-Russia forum of regions

MINSK, 5 March (BelTA) - The approximation of law of Belarus and Russia in the Union State will be one of the key themes of the Fifth Forum of Regions of Belarus and Russia due in Mogilev in September 2018, Sergei Rakhmanov, the chairman of the Council of the Republic’s permanent commission on international affairs and national security, told BelTA.

Sergei Rakhmanov said that certain proposals of the Council of the Republic on these issues have already been included in the draft priorities for further development of the Union State for 2018-2022. It is expected that the document will be signed at the forthcoming meeting of the Supreme State Council of the Union State. “All these issues will also be the subject of detailed discussions at the forthcoming Forum of Regions of Russia and Belarus, including the interaction in the development of advanced technologies significantly influencing our economy and competitiveness: this is one of the key ways of ensuring economic and overall security of the Union State,” he added.

The process of approximation of national laws is extremely important for the smooth development of cooperation between Belarus and Russia in various fields: trade, economy, education, science, culture, etc. The development of the common legal framework forms the basis for the successful implementation of joint programs and projects. It also creates equal opportunities for economic entities and the common market without exceptions and limitations. “It must be noted that things are not all that rosy in this regard. The persistence of differences in the national legislation and in practice create various kinds of barriers in bilateral relations. They also hamper the Union State development in the economic and technological areas,” Sergei Rakhmanov said.

In this regard, the Council of the Republic has initiated undertaking a comparative analysis of the legislation of Belarus and Russia, and monitoring the execution of the Union State Treaty provisions. The initiative has been supported by the Permanent Committee of the Union State. The first meeting of the ad hoc working group was held on 1 March.
