Lukashenko signs decree regulating foundations, charity in healthcare

MINSK, 7 September (BelTA) - Belarusian President Aleksandr Lukashenko signed Decree No. 304 “On foundations and charitable activities in healthcare” on 7 September, regulating legal relations in this area and updating general provisions governing foundations, BelTA learned from the press service of the Belarusian leader.

The decree defines charitable activities in healthcare and establishes the range of persons involved in their organization and financing.
 
It sets out procedures for raising funds to provide medical care and their targeted use, rules for managing funds that are transferred to charitable accounts in excess of the established limit or that are left unused. The decree also provides for a mechanism to monitor the movement and targeted use of the funds collected.
 
The decree approves a new version of the regulations governing the establishment, operation, and liquidation of foundations. Among the key innovations is a twofold increase in the minimum amount of assets required to establish and operate healthcare foundations. The document also sets limits on foundations spending on employee salaries and other payments, and on business activities. Donations from individuals and legal entities may not be used for such activities.

The implementation of the decree will help prevent the misuse of collected funds, increase the transparency of foundations and the effectiveness of oversight, and generally streamline charitable activities in healthcare.
