Ryzhenkov: Belarus’ public service strives to keep up with times

MINSK, 22 October (BelTA) – Belarus’ public service strives to keep up with the times, First Deputy Head of the Belarus President Administration Maksim Ryzhenkov said as he opened the international scientific and practical conference “Public Service: Current State and Development Prospects” in the Academy of Public Administration under the aegis of Belarus President, BelTA has learned.

Maksim Ryzhenkov noted that Belarus has created an effective system of governance which allows solving, at the highest level, the problems facing such a young, vigorously developing state. However, time does not stand still. New governance technologies emerge along with more and more progressive views on the work of public servants. According to Maksim Ryzhenkov, in matters of development of the institute of public service, Belarus strives to work in the online mode, to keep up with the times. “The development of the country as such depends on the level of competence of government employees in our state, as in all others," he said. Human resources in this regard come to the fore, acquiring even greater importance than raw materials, or logistics potential, Maksim Ryzhenkov noted.

In this regard, he noted the importance of the conference, which the Academy of Public Administration is holding together with Astana Civil Service Hub and the Council of Europe. “The conference carries a good theoretical charge, and is practice oriented. It is important that experts from 20 countries are present here. They have a good opportunity to exchange their experience, to share achievements,” said the first deputy head of the Presidential Administration.

He recalled that on 18 October, the president visited the Academy of Public Administration and outlined a number of tasks in terms of development of the public service system. Maksim Ryzhenkov noted that the approaches voiced by the head of state are reflected in the topics of the main panel discussions of the conference. The focus is on the issues of raising the prestige of public service, motivating public servants, ensuring greater public participation in solving state problems. Experts will also exchange experience of personnel training and retraining, and also the digitalization of public service.

The conference is running in Minsk on 22-23 October. Attending the event are representatives of international organizations, government bodies and the scientific community of Belarus, experts and scholars from Europe and Asia. The purpose of the conference is to discuss the approaches to the development of the institution of public service in the modern context drawing on the best domestic and foreign practices.
