Lukashenko urges to use all tools to help people

MINSK, 19 June (BelTA) – It is essential to use all tools in the economy to help people and enterprises which need support in a difficult situation, Belarus President Aleksandr Lukashenko said at the meeting held on 19 June to discuss measures of support to the real production sector on behalf of the banking system, BelTA has learned.

“Indeed, the is no catastrophe in the economy, but there are certain issues attributed to the closing of the world. The world economy is not operating in full swing. It (this world) starts to open with a higher level of coronavirus infection. They closed when the level of coronavirus infection was lower, and now they are beginning to open because they had made mistakes. It did not weaken this virus. On the contrary, a lot is being said now about the second wave, it has already started in certain places,” the Belarusian leader remarked.

“We need to mobilize tools and live in current conditions. If the National Bank and some members do not understand it, they will be dismissed. There are no other options. We need to brace up and use all tools, first of all, to help people,” the head of state stressed.

In this regard, he mentioned the payment of salaries, especially at private enterprises. “It is good that under my pressure salaries were paid there, only a few businesses did not do it. Perhaps, other measures should be taken because these are private enterprises. They found money for travelling to the Canary Islands, Goa, Thailand and cannot pay salaries to their employees. We will take measures to handle this issue. Probably, they have been playing with politics for too long instead of doing business, expanding it, and taking care of their people,” the president said.

However, certain enterprises are facing difficulties, the head of state said. “We need to help these enterprises,” he said.

“I do not mean that we should invest in enterprises producing to stock. We will give them money, they will buy spare parts and other things, produce equipment and then stockpile it. Private and state-run companies have many operational contracts. We should not divide them, people are employed there. We need to help and motivate them,” the president said

In this regard, he mentioned the role of local authorities. He said that they should respond promptly. “Why don't we provide loans for operational contracts to produce and deliver 10-20-100 machines? If we see that they will return the money soon. Today the National Bank will say that we must keep the inflation level and so on. Of course, it is necessary. But the situation is unusual, we need to take corresponding measures,” Aleksandr Lukashenko said.

He recalled that on the initiative of the previous government he agreed to increase the limit of budget guarantees to Br1.2 billion (Br500 million of government guarantees, Br700 million of guarantees of local authorities, Br100 million for every region). “How are these funds deployed? How many enterprises have already got these funds? For what purposes? We need to collect everything we have and distribute this money. We need to finance regions to the full,” the president said.

He stressed that that the funds should be, first of all, used to support employment, pay salaries, and sponsor operational contracts, especially export ones.

Aleksandr Lukashenko remarked that some banks, especially such banks as Belarusbank, Belagroprombank, complained about Russia's closing of external limits.
