Belarus president urges to improve urban and territorial planning

MINSK, 23 November (BelTA) - Belarus President Alexander Lukashenko urges to improve urban and territorial planning to make small towns more attractive for people. Belarus President Alexander Lukashenko made the statement at the republican conference on measures to raise the efficiency of the Belarusian construction industry on 23 November, BelTA informs.

According to the head of state, small towns are less popular because they lack well-developed infrastructure and comfortable conditions for life. “I urged the government to take measures to develop satellite towns and raise the volume of housing construction as soon as possible. At the same time, it is essential to create corresponding engineering networks and social infrastructure in these populated areas,” the Belarusian leader said.

Alexander Lukashenko also mentioned such big towns as Baranovichi, Bobruisk, Molodechno, Orsha which should become the centers of attraction for people. “We need to develop industrial facilities with well-paid jobs and create comfortable conditions for people there. Do not build 25-storey houses there. Districts with low-rise building are needed in these towns,” the president said. He instructed to implement a pilot project to build low-rise dwelling houses in one of the towns.

The head of state mentioned another acute issue, which is the development of infrastructure in districts where housing construction, including individual construction, is underway. “As a rule, the problems is that local authorities cannot ensure the development of the necessary infrastructure. This is inadmissible,” the Belarusian leader emphasized.

Alexander Lukashenko remarked that land plots near Minsk are usually bought by wealthy people. “Therefore, you should build water disposal facilities, water and gas supply units, electricity transmission lines and roads together with them. You should not build everything using budget funds only. In order to expedite housing construction projects it is essential to divide the land into pieces and build roads, so that people and real estate developers could start building homes,” the president said.

Building networks and roads for residential districts, including those with individual construction projects, is the main priority of territorial development. The government, governors and banks should specify the terms for obtaining necessary funds, taking into account the possibility of co-financing by the owners of these land plots and houses,” Alexander Lukashenko instructed.

According to the head of state, it is inadmissible to turn new residential districts into a concrete jungle. “Territories around apartment buildings often have a small playground for children, a couple of trees, and a few things like that,” the Belarusian leader remarked. “How can people live a comfortable life in this concrete jungle? New residential areas often look disgusting.”

“Address this issue next year,” the head of state said about planting more greenery in residential districts.

At the same time, there are good examples in Belarus when beautiful and comfortable living quarters are built, the head of state.

He instructed the Architecture and Construction Ministry to make sure that comfortable living conditions are created in new residential districts.
