Kobyakov: Quality of growth at the heart of Belarus’ development in 2016-2020

MINSK, 18 May (BelTA) - The main focus of the draft program of Belarus’ social and economic development for 2016-2020, which will be reviewed at the 5th Belarusian People's Congress, will be on the quality of economic growth, Prime Minister Andrei Kobyakov said to reporters.

“The main emphasis in the program is made not so much on quantitative parameters, although this is also very important, but on the quality parameters of growth. We suggest we should make a more active use of the market-based instruments to stimulate economic growth in the next five years. We are not saying that we are not using them, now. It is just that we want to pay more attention to the quality side, to financial recovery, the economic situation of business entities,” Andrei Kobyakov said.

According to him, the main provisions of the draft program of social and economic development of Belarus for the period 2016-2020 are being finalized. “Soon we will submit to the head of state the proposals made by the government and the relevant working group, which was specifically set up to prepare them,” the Belarusian head of government noted.

“First and foremost, we plan to implement the thesis from Alexander Lukashenko’s election program saying that we have to approach very carefully the separation of the functions of the state as a regulator and owner. It is very important that organizations of all forms of ownership should have equal competitive access to resources that are allocated in the economy. This will enable more active economic development due to the fact that all the forces and capabilities of the society will be involved to address the social and economic challenges,” Andrei Kobyakov noted.

Belarus Prime Minister Andrei Kobyakov was nominated to attend the 5th Belarusian People's Congress. Together with Andrei Kobyakov, 61 people were nominated delegates for the 5th Belarusian People's Congress from Moskovsky District of Minsk. Among them are Finance Minister Vladimir Amarin, Interior Minister Igor Shunevich, Rector of the Belarusian State University Sergei Ablameiko, chairman of the permanent commission on education, science, culture and social development of the Council of the Republic Nikolai Kazarovets and others.

The 5th Belarusian People's Congress will be held in Minsk on 22-23 June to discuss the social and economic development program of the Republic of Belarus for 2011-2015 and the major guidelines of the country's social and economic development program for 2016-2020. It is expected that the event will be attended by 2,500 people.
