Every district of Belarus encouraged to leverage its own competitive advantages

MINSK, 4 March (BelTA) – Every district of the country should have its own development program based on competitive advantages, BelTA learned from Belarusian Economy Minister Aleksandr Chervyakov.

The official said: “Today every district has its own specialization, its own manufacturing potential, natural potential, raw materials potential, and workforce potential, its own competences. The combination of these factors represents competitive advantages. Our job is to leverage these advantages as an engine to secure growth. They should be used to work out business models for the development of the territories. Every district should have its own face, a business model, a development program powered by the competitive advantages that we have to determine depending on the specialization, potential, and competences.”

Plans are in place to work out such programs by the end of the year. An individual approach to the development of the regions will be part of the strategy for the next five-year term.

As an example the economy minister referred to Braslav District and Myadel District. “Nature has created an environment over there that is interesting for tourists and holidaymakers. We should make the most of these competitive advantages. All the other economy branches in these districts should work for the benefit of the sphere of services and tourism. Transport industry should enable mobility, a comfortable and safe environment for travels. Civil engineering industry should provide the necessary infrastructure. Agriculture should make organic food and develop private farming,” he remarked.

“Global processes tied to urbanization are having a negative effect on the uniform development of our regions. The population and most of the resources are concentrated in cities. Such a situation poses certain economic, demographic, and social risks. The main goal is to determine the measures that will be able to counterbalance the risks,” Aleksandr Chervyakov concluded.

With assistance of the Minsk Oblast administration the Economy Ministry hosted a seminar on 4 March to discuss the development of the country’s regions in 2021-2025. The seminar gathered top officials and representatives of central government agencies (the Economy Ministry, the Finance Ministry, the Labor and Social Protection Ministry, the State Property Committee), the Council of the Republic of the National Assembly of Belarus and the House of Representatives of the National Assembly, the administrations of oblasts, districts, cities, and towns.

Participants of the seminar were supposed to discuss approaches to the development of the regions in the next five-year term, work out proposals on a system of program documents and forecast ones, come up with development indicators for the regions, possible practical solutions geared towards regional development depending on the specialization and the potential of individual territories.

Discussion about the matter of regional development will continue during population awareness-raising days.
