Belarus, Russia’s Tyumen Oblast to expand cooperation in power engineering

MINSK, 16 September (BelTA) – Belarus and Russia’s Tyumen Oblast are expanding industrial and energy cooperation, the press service of the Belarusian Energy Ministry told BelTA.

Belarusian Energy Minister Denis Moroz is participating in the international industrial and energy forum TNF 2026, which is taking place in Tyumen on 14-17 September. This year the forum has received international status for the first time. Its venue brought together representatives of government bodies, the largest oil, gas, and industrial companies as well as the scientific and expert community. Foreign participants include delegations from Belarus, Kazakhstan, Tьrkiye, Iran, Vietnam, China, and Algeria.

“Participation of the Belarusian delegation in the TNF is a continuation of systematic work to develop cooperation with one of Belarus’ key Russian partner regions. Tyumen Oblast plays a significant role in bilateral trade and economic interaction. In January-June 2026 mutual trade reached $1.84 billion. Fuel and energy resources make up the bulk of the imports from the region. Belarusian exports consist of electrical and engineering products, cable and wire products, tractors, tires, engines, and other industrial equipment,” the press service said.

On the sidelines of the forum Denis Moroz took part in the business breakfast “New industry map: Technological window until 2035”. Participants discussed prospects for the development of industry and the fuel and energy complex, the creation of new production chains, technological sovereignty, and avenues of long-term cooperation.

International technological cooperation was a separate focus of the program. During the international session “International technological cooperation: Opportunities, barriers, and exporter support measures”, participants discussed prospects for joint projects, the formation of production chains, and the creation of conditions for supplying joint products to third-country markets.

“Tyumen Oblast is our long-standing and significant partner. At the same time, the potential for interaction is much broader than established trade and economic ties. We are interested in developing cooperation in energy and petrochemicals, industrial, scientific, and technical cooperation, and the implementation of joint technology projects. It is important that the accumulated experience and competencies of our enterprises are transformed into concrete solutions that are in demand not only in Belarus and Russia, but also in third-country markets,” Denis Moroz noted.

Belarus and Russia already have significant experience in implementing complex technological projects. One of the largest examples is the Belarusian nuclear power plant, the construction of which united the competencies of about 40 Belarusian and Russian organizations, and more than 9,000 specialists at the peak of the work. Prospects for further cooperation are linked, among other things, to oil and gas engineering, petrochemical industry, automation, and digital solutions.

Creating a natural gas liquefaction complex in Belarus with the possibility of further replicating technological solutions is one of the projects capable of combining Russian technologies and Belarusian industrial competencies. The parties also see significant potential in unifying technical requirements, mutual recognition of test results and permits, developing service infrastructure, and joint localization programs. This approach makes it possible to build full-fledged chains – from equipment manufacturing and operation to service and promotion of joint solutions to foreign markets.

On the sidelines of the TNF, the parties discussed further interaction between Belarus and Tyumen Oblast, including in the petrochemical complex and the energy sector.

“Cooperation between the parties is systematic. It is developing in line with the action plan to implement the agreement between the government of the Republic of Belarus and the administration of Tyumen Oblast in 2025-2030 and in line with agreements reached by the joint working group on trade, economic, scientific, and technical cooperation,” the press service noted.

Belarus’ industrial potential is also presented at the EXPO TNF exhibition venue. The joint display features products and competencies of OAO Belshina, OAO Mozyr Oil Refinery, OAO Polotsk-Steklovolokno, OAO SvetlogorskKhimvolokno, OAO Naftan, OAO Lakokraska as well as the industrial group Belorusneft, including BelNIPIneft and the enterprise’s research and technology center in Tyumen.

“Participation in TNF 2026 is viewed by the Belarusian side as an opportunity not only to present the country’s industrial and technological potential, but also to identify new practical avenues of cooperation – from mutual shipments and service interaction to joint production operations and technology projects,” the press service added.
