MINSK, 18 December (BelTA) – The second meeting of the 7th Belarusian People’s Congress will be held on 18-19 December in Minsk, BelTA has learned.
Earlier, the agenda for the upcoming meeting was approved at a session of the Presidium of the Belarusian People’s Congress.
On the first day, the President’s Address to the Belarusian People and Parliament is scheduled to be delivered.
“The President’s Address is highly anticipated. Everyone recognizes the urgency of the moment and the profound importance of a presidential address at this time, particularly one that is both programmatic and foundational. That is precisely what it will be, and the president understands this better than anyone,” Natalya Eismont, press secretary for the Belarusian head of state, said earlier in a conversation with reporters.
Traditionally, the president’s address will be broadcast live by major Belarusian TV channels and online resources.
Belarus’ social and economic development program for 2026-2030 will be reviewed on the second day. This is the main document to be approved by the delegates of the 7th Belarusian People's Congress. The program will be presented by Prime Minister Aleksandr Turchin.
Work on the social and economic development program lasted for more than a year. At the final stage, the draft document was actively discussed with the participation of delegates of the Belarusian People's Congress in the regions, resulting in over 1,000 substantive remarks and suggestions.

In November, during a meeting on the program, Aleksandr Lukashenko emphasized that this document must provide an answer to the question of how Belarusians see themselves and how they see their country. “People need a realistic, concrete document that is understandable not only to every delegate but to every citizen of our country,” he said.
Several key priorities have been defined in the draft program. The main ones are related to human development: demographic security, development of human capital, and the creation of a favorable and high-quality living environment. Next come the development of competition, technology, and the digitalization of the economy. Other priorities include strong regions, development of the defense sector, enhancement of the country’s defense capabilities, as well as tourism potential.

Among other items on the agenda of the Belarusian People’s Congress is the election of a member to the Presidium of the Belarusian People’s Congress (replacing Konstantin Burak, who was appointed in April 2025 as Belarus Presidential Aide - Inspector for Grodno Oblast). This decision is to be made via secret ballot.
The session of the Belarusian People’s Congress will also consider personnel matters for the Constitutional and Supreme Courts, and also issues related to the Congress’s financing.
