The Main Department of Sport and Tourism of the Minsk City Executive Committee (hereinafter referred to as the Main Department, reorganized by Resolution No. 1786 of 31 March 2018) is a structural unit of the Minsk City Executive Committee (hereinafter referred to as the Minsk City Executive Committee) with the rights of a legal entity, subordinated to the Minsk City Executive Committee and the Sport and Tourism Ministry of the Republic of Belarus, carries out its activities in cooperation with the Sport and Tourism Ministry of the Republic of Belarus, structural divisions of the Minsk City Executive Committee, the administrations of the districts of Minsk, the Minsk City Council, other government bodies, the National Olympic Committee of the Republic of Belarus, organizations of physical culture and sports, tourist organizations, federations (unions, associations i) by sports.

The main department:
- implements the state policy in the field of physical education, sport and tourism;
- develops and executes a set of measures to implement state programs in physical education, sport and tourism in Minsk;
- organizes and conducts city sports and tourist events, competitions in Minsk;
- contributes to the state policy to bolster the physical education, sports and tourism infrastructure;
- promotes physical education, sport and a healthy lifestyle;
- develops international cooperation in physical education, sport and tourism.

Project budget (in US dollars):
$5,646,960 (estimated cost of 24 sports zones)
Co-financing: $4,439,136 ( major construction department at the Minsk City Executive Committee)

Implementation period: 2 years

Project goal: to create the conditions for physical education and sports (football, volleyball, basketball, tennis) of all within a walking distance from the place of residence, available at any time.

Project tasks: to reconstruct 24 sports grounds in courtyards and Loshitsa Park in Minsk

Brief description:

1. Prepare the project: determine the project goals, list the tasks, set up a working group
2. Develop a database of websites proposed for reconstruction/modernization, decide on the list of sports equipment and sizes of sports grounds
3. Determine technical specifications for modernization, prepare necessary documents
4. Choose executing agencies
5. Work out approximate estimates for the necessary work under the project
6. Prepare a plan of sport and recreational events for the use of sports grounds under the project.
7. Fill in the application to finance the humanitarian project and include it in the humanitarian cooperation program for 2020.
8. Monitor the reconstruction (modernization) of sports grounds, including the installation of artificial turf, fencing, sports equipment for futsal, basketball, volleyball and tennis, and also benches
9. Monitor the use of the upgraded sports grounds in the city’s courtyards
10. Release the final report
11. Prepare an audit report
12. Achieve the goals and announce the project closed.

Project Rationale

Keeping in mind people’s growing interest in leading a healthy lifestyle, keeping physically fit, taking into account new forms of physical activity among young people in Minsk, there is a need for large-scale renovation of sports grounds in the city’s courtyards.

For reference:
Number of Minsk residents regularly doing sport:
25.5% (more than 500,000 people) in 2018
27.4% (more than 545,000 people) in 2020.

Today, there are 212 sports grounds in Minsk’ courtyards. Some 169 sports grounds (79.3%) of them were commissioned before 2000, with sandy or destroyed asphalt pavement, outdated or dismantled sports equipment. In accordance with the State Program for Development of Physical Education and Sport in 2016-2020, only 10 sports grounds are renovated with the use of the Minsk budget funds on an annual basis.
 
Post-project activities

The organization of sports and recreational activities on the renovated sports grounds for all age groups and categories, including people with disabilities and physically handicapped persons. Monitoring of the use of these sports grounds.
