CIS mission: Consistent preparations for the presidential election in Belarus

MINSK, 22 September (BelTA) – Preparations for the presidential election in Belarus proceed in a planned and consistent manner, reads the interim report released by the CIS election observation mission. The report was published on the website of the CIS Executive Committee on 22 September, BelTA has learned.

According to the text, preparations for the forthcoming election in the Republic of Belarus proceed smoothly and consistently in accordance with the Electoral Code. The Central Election Commission (CEC) as the agency in charge of organizing preparations for and the actual election operates in a public and open manner.

The report notes that CEC sessions involve international observers, representatives of political parties and other public associations, representatives of mass media. Decisions are made via open and free discussions. The complaints and petitions the CEC receives are processed within the timeframe set by the Electoral Code.

The report also draws attention to the fact that for the sake of ensuring the uniform application of the Code the CEC has published guidelines for members of territorial and precinct election commissions as well as explanations for election commissions and election document forms.

In turn, the CIS observers attended the sessions held by district administrations and city district administrations to set up precinct commissions in 16 districts of all the oblasts of the country and the city of Minsk. At present members of precinct commissions are being trained in accordance with the provisional scenario approved by the Central Election Commission. The training process models and resolves situations that may emerge at polling stations.

As part of the monitoring effort the CIS long-term observers have visited 66 territorial commissions and over 200 precinct ones. The observers were able to freely get familiar with the operation of the commissions.
