Belarusian People’s Congress viewed as direct democracy

MINSK, 13 June (BelTA) – The Belarusian People’s Congress is a direct form of democracy. Deputy Chairman of the Minsk City Executive Committee Igor Karpenko made the statement during the plenary session of the Minsk dialogue of generations Flowers of the Great Victory on 13 June, BelTA has learned.

Igor Karpenko said: “Virtually every constitution says that only the nation represents the source of power in the country. The Belarusian People’s Congress is a direct form of people’s democracy that enables direct communication with the nation. The form of democracy is similar to elections and referendums, during which people speak their minds.”

The deputy head of the Minsk city administration pointed out that the opposition often criticizes the Belarusian People’s Congress as a gathering of “uneducated masses”. “But they are people employed in various branches of the national economy,” said Igor Karpenko. “They represent not only creative intellectuals or government agencies but all aspects of life of the state and the society. This form of communication with the nation, this counsel with people are very important.”

Igor Karpenko added: “Today the government would like to present a performance report, to consult with the nation about future development plans.”

The Minsk dialogue of generations Flowers of the Great Victory was part of preparations for the fifth Belarusian People’s Congress. The forum gathered Congress delegates, representatives of the Minsk City Executive Committee, members of the parliament, executives of major enterprises and organizations of Minsk, and so on. The dialogue was organized by the Minsk city branch of the public association Belarusian Republican Youth Union (BRSM).
