Belarus aims for efficient compact state apparatus by 2020

MINSK, 17 June (BelTA) - An efficient compact state apparatus will be created in Belarus by 2020, reads Belarus’ draft social and development program for 2016-2020, which is to be discussed at the 5th Belarusian People’s Congress, BelTA has learned.

“The most advanced enterprise will be inefficient only is the management is poor. Therefore, in the current five-year period Belarus, along with the efforts to promote integrated modernization of main industries and to accelerate the development of new high-tech sectors, will be working to renew the system of economic governance,” reads the document.

To this end, the functions of the state as regulator and owner will be delineated. Unnecessary and duplicative functions of public administration bodies, controlling (supervisory) and law enforcement agencies will ne reduced. Powers and responsibilities of local authorities and self-government will be expanded, positions of the National Assembly in the international arena will be strengthened and the compact government will be formed. According to the document, all administrative procedures will be administered electronically. The plans for 2020 also include the enhancement of the prestige of the civil service, and training of public employees in the world’s leading education centers. The measures, once implemented, will result in the development of efficient compact government machinery.

According to the document, the major goal is to enhance the efficiency of administration: to provide executives of all levels with freedom of action, necessary powers to take decisions, the right for risk, initiative, strengthened personal responsibility, and introduction of efficient motivation mechanisms.

The performance of the personnel responsible for the implementation of the program will be assessed taking into account the most important criteria envisaged in Decree No.78 “Concerning the enhancement of the efficiency of the social and economic sector of the Republic of Belarus.”
