LIDA, 2 November (BelTA) - The bill on the Belarusian People's Congress will pass the first reading before the end of the year, Chairman of the House of Representatives of the National Assembly Vladimir Andreichenko said at the seminar to discuss the legal framework for the Belarusian People's Congress and the improvement of the electoral legislation that was held in Lida, Grodno Oblast on 2 November, BelTA has learned.

The bills "On Amending the Electoral Code of the Republic of Belarus" and "On the Belarusian People's Congress" have been submitted to public debate. The House of Representatives is hosting the public debate of the bill “On the Belarusian People's Congress". MPs are actively participating in the work of dialogue platforms at various levels, hold Q&A meetings in labor collectives to explain the norms of the bills. About 140 such events have already been held. The comments and suggestions from the public will be taken into account when preparing the bill for the first reading at the current session of the House of Representatives. The public debate will conclude with the seminar in Lida.

"The discussion will not end with this. The work will continue. About 150 proposals have been submitted. They are accumulated by the National Center for Legal Information, some are sent to the House of Representatives. Therefore, the House of Representatives will be busy fine-tuning the document. I think that the bill will pass the first reading by the end of the year and will have the second reading at the beginning of next year," Vladimir Andreichenko said.

According to him, the House of Representatives holds such seminars on the most important topics for Belarusians. "The bills on the Belarusian People’s Congress and the amendments of the Electoral Code are among such bills. The effectiveness of the Belarusian political system depends on how well they will be prepared, how well they will work,” the speaker noted. “To hear everyone and make this document as efficient as possible is probably the main point of this nationwide discussion. The law is very important, the status of the Congress will be enhanced significantly. This is the highest representative body of democracy, a constitutional body. Delegates will meet and make decisions for the people. We, Belarusians, have created this state and must preserve it."

The bill on the Belarusian People’s Congress has been thoroughly prepared, Vladimir Andreichenko added. "It was considered twice at the level of the president. Nevertheless, the grassroots voice is important," he stated.
