MOSCOW, 26 December (BelTA) – The decision of the Council of the Eurasian Economic Commission to grant a tariff concession in the form of exemption from customs duties on electric vehicles imported into Belarus, Armenia, and Kyrgyzstan will take effect on 22 January 2026, the EEC press service told BelTA.
On the same date the Eurasian Economic Commission’s regulations on amending the commodity nomenclature of foreign economic activity of the Eurasian Economic Union (EAEU) with regard to certain types of means of transportation will come into force.
The agreement on tariff concessions for the import of electric vehicles into Belarus, Armenia, and Kyrgyzstan in 2026 was reached by the EAEU heads of government at a session of the Eurasian Intergovernmental Council in Moscow on 11 December. “The decision applies to purely electric vehicles (code 8703 80 000 3 of the EAEU’s Harmonized Commodity Description and Coding System) imported into the Republic of Belarus in the amount of 20,000 units as well as purely electric vehicles and series hybrids (code 8703 80 000 5 of the EAEU’s Harmonized Commodity Description and Coding System) imported into the Republic of Armenia in the amount of 15,000 units and into the Kyrgyz Republic in the amount of 15,000 units,” the EEC clarified.
Exemption from customs duties is granted only to citizens permanently residing in the Republic of Armenia, the Republic of Belarus, and the Kyrgyz Republic. At the same time, the rights to own, use, and dispose of the electric vehicles cannot be transferred to persons, who have citizenship and/or a permanent place of residence in the Republic of Kazakhstan or the Russian Federation. In the case of “series hybrids” the prohibition also applies to the transfer of rights to persons, who have citizenship and/or a permanent place of residence in the Republic of Belarus.
