Belarus PM takes stock of state program implementation in 2019

MINSK, 26 May (BelTA) – Belarus Prime Minister Sergei Rumas took stock of the implementation of state programs in 2019 at a meeting of the Presidium of the Council of Ministers on 26 May, BelTA has learned.

Twenty state programs implemented in Belarus last year were subject to assessment. A total of Br77 billion was financed. One third of the resources were budget funds. “The efficiency of state programs is assessed by a special interdepartmental commission headed by the economy minister. According to the consolidated report, 58% of the programs implemented in 2019 are classified as highly effective and efficient. In 2018, there were only 50% of such programs. According to the commission, in 2019 a total of 280 out of 321 targets and a total of 42 out of 50 consolidated targets were achieved,” said Sergei Rumas.

According to him, there are issues related to the implementation of the consolidated targets by the Agriculture Ministry, the Healthcare Ministry, the Culture Ministry, the Labor and Social Security Ministry, the Transport Ministry, the Industry Ministry, as well as individual regions. “As an example, I want to cite the Emergencies Ministry and the Forestry Ministry which have reached all the planned targets,” the prime minister said. 

The implementation of the State Program on Development of Digital Economy and Information Society for 2016-2020 was also considered at the meeting. “As for 2019, the implementation of this program is assessed at the level of “average efficiency”, although it contains system-forming activities of national scale in the IT sector. Two of the eight targets under the program were not achieved in 2019. Only 24 out of 58 measures have been implemented in full,” said Sergei Rumas.

The prime minister asked those responsible to report on the measures taken to ensure 100% implementation of the program indicators and also on the implementation of the program documents in 2020.
