A meeting of the Normandy Four heads of state in Minsk (2015)

A meeting of the heads of state of Ukraine, Russia, Germany, and France took place in Minsk on the night of 11-12 February 2015. The first full-featured negotiations of the Normandy Four to resolve the situation in Ukraine took place in the Palace of Independence. The talks featured German Chancellor Angela Merkel, France President Francois Hollande, Ukraine President Petro Poroshenko, and Russian President Vladimir Putin. The meeting lasted for over 18 hours. A set of measures (13 points) to implement the Minsk agreements was signed as a result. After the negotiations Aleksandr Lukashenko noted: “I am very pleased that Belarus has performed its function, its role. But certainly the heads of state were the key actors.”
