Academy of Interior Ministry to expand ties with foreign universities

MINSK, 4 April (BelTA) – The Academy of the Interior Ministry of Belarus will bolster ties with foreign universities, Head of the Academy Vladimir Bachila told reporters on 4 April, BelTA has learnt.

“We will engage in intensive talks with the Krasnodar University of the Ministry of Interior of Russia and the Nizhny Novgorod Academy of the Ministry of Interior of Russia. The Nizhny Novgorod Academy is known for its specialists combating economic crimes. They boast some very good training solutions in this field and we would like to study them,” Vladimir Bachila said. He noted that it is pretty hard to train good specialists for economic crimes sections, because these specialists should be highly proficient in law, economy and finances. Sometimes it is hard to identify which area should be given a primary focus.

Speaking about the Krasnodar University, he said: “This university has developed an excellent system of tactical and applied training and some very helpful guidelines instructing the police personnel how to act in emergency situations and how to use weapons. We would like to have a close look at their training methods. One more notable thing about the university is that it trains polygraph examiners. We have plans to discuss our visit to the Krasnodar-based university with our Russian counterparts,” Vladimir Bachila said.

At present 8% of Belarus’ future police officers are trained at Russian universities.

The Academy of the Interior Ministry of Belarus is playing host to the international conference “Combating crime and training personnel for law enforcement bodies”. Taking part in the forum are delegates from 12 government bodies and agencies and 85 research facilities and universities from Armenia, Belarus, Kazakhstan, Moldova, Russia and Ukraine. Belarus is represented by top officials and specialists of the Supreme Court, the Constitutional Court, the Prosecutor-General's Office, the Interior Ministry, the Education Ministry, the Justice Ministry, the State Security Committee, the Investigation Committee, the Belarusian Republican Bar Association, other agencies and organizations. The program of the conference consists of 10 sections dealing with the major fields of crime control. The conference is timed to the 55th anniversary of the establishment of the Academy.

“Such conferences have been held at the Academy since 1997. In our view, they provide a good opportunity to engage in a constructive dialogue and communicate views on the topical issues of the agenda. We expect this conference to help us bolster ties with our foreign partners. We plan to discuss ways to enhance efficiency of professional, psychological and ideological training of law enforcement personnel, to improve crime investigation and detection practices, implement national and international legislation in crime control,” Vladimir Bachila said. He added that huge academic potential of universities and research facilities, as well as expertise and knowledge of law enforcement agencies which delegations take part in the conference, will help see the topical issues of crime control from a different perspective.
