Project rationale:
The monitoring and analysis of the demographic situation in Glusk District over the past two decades has shown that the overall mortality rate in the district is much higher than the regional and nationwide figures.
In 2018, the total mortality rate was 20.2% in Glusk District, 13.8% in Mogilev Oblast. The mortality rate index in the state program on public health and demographic security of the Republic of Belarus for 2016-2020 stands at 12.5%.
In January-September 2019, the total mortality rate increased year-on-year to make up 22.3%. The total mortality rate in Mogilev Oblast stood at 13.7% in the first nine months of 2019.
The relatively high mortality rate in the working-age population, which is twice as high as the state program target (4.1% in 2018 and 4.0% in 2019) raises concerns. The working-age mortality rate in Glusk District was 8.6% in 2018 and 8.2% in January-September 2019. The working-age mortality rate in Mogilev Oblast made up 4.9% in January-September 2019, and 4.7% in January-September 2018.
The natural population decline in rural areas is 2.5 times higher than that in cities, both among the working-age and over-age groups. The share of over-60 population is at 32% in Glusk District, 25.5% in Mogilev Oblast, 22.5% in the city of Mogilev, and 24.5% in the city of Bobruisk. The death rate in the senior age group is four times higher than that in working-age population. Circulatory diseases dominate in mortality figures (45%). They are followed by cancer (13.2%) and external causes (8.7%).
Human development and improvement of the demographic situation are necessary for the future development of Glusk District and growth of its economy's competitiveness. Solving the above-mentioned tasks is a priority for Glusk District.
Post-project activities:
The situation can be radically changed by early detection of circulatory diseases and malignant neoplasms, provision of timely medical checkups in Glusk District, organization and implementation of screening programs.
The above-mentioned measures will secure early diagnosis of malignant neoplasms, chronic diseases, and circulatory system diseases, suggest timely and efficient treatment, which in turn will improve the quality of life of patients, increase life expectancy, reduce the overall mortality rate in the population of Glusk District, including among workforce, reduce labor losses, increase the efficiency of the real sector of economy.
Stabilization of the population in Glusk District, changes in the age structure of the population in favor of the progressive type (increase in the number of working-age population and children) will help improve the economic situation, increase the level of production potential, technologies, infrastructure, which is the main core of further existence on the geographical map of the Glussky district, its prosperity and sustainable development, as well as the pledge of economic stability of the Republic of Belarus.
