Project to strengthen inclusive local governance launched in Belarus

MINSK, 8 April (BelTA) – A project to strengthen inclusive local governance has been launched in Belarus. The Academy of Public Administration under the aegis of the President of Belarus is hosting the first meeting of the coordination council that will consider and adopt a one-year working plan for the implementation of the project, BelTA has learned.

The project Strengthening Inclusive Local Governance in Belarus is conducted by the United Nations Development Program (UNDP), the Belarus President Administration and the Academy of Public Administration. A total of $2.9 million will be granted for the implementation of the three-year project.

Decree No.78 has set serious tasks aimed at improving the effectiveness of public management and building the capacity of government officials. Our immediate task is to enhance the selection and placement of personnel and help promising public officers, including those from the personnel pool, study state-of-the-art management practices,” Belarusian First Deputy Economy Minister Alexander Zaborovsky told journalists.

He emphasized that the global economic situation is highly volatile. To be able to make good decisions, a civil servant should be flexible, follow present-day trends, and work hard to improve himself.

The project aims to train promising public officials at the Academy of Public Administration and abroad. Alexander Zaborovsky pointed out that the education process will be based on modular approach. “We will form several groups, for instance, from regions, the center, the ministries of the economic and industrial sectors, in order to develop programs for each of these groups to enhance the capacity of government officials over a relatively short period of time,” the First Deputy Economy Minister explained.

Alexander Zaborovsky believes that the Academy of Public Administration under the aegis of the President of Belarus, which is the leading university when it comes to the training of government officials, should find new training models and make more effort to adopt new approaches to education.
