MINSK, 1 April (BelTA) – Belarus President Alexander Lukashenko ordered to explore the issue of developing a single regulatory body in the scientific sector, for example the Education and Science Ministry. The head of state made the statement at the conference held on 31 March to discuss Belarusian science development prospects together with leading scientists, BelTA has learned.
“I am ready for any reforms. The main thing is that they should bring positive results,” the President stressed.
The Belarusian leader instructed the government and the National Academy of Sciences of Belarus to consider the issue of improving the state management of science in the country.
The science management functions in Belarus are divided between the National Academy of Sciences, the State Science and Technology Committee, other organizations. The duplication of these functions often come around in what concerns the financing of the scientific activity, the control over the use of budgetary resources, and in carrying out the state sci-tech expertise.
“Narrow-departmental interests often overpower the nationwide interests. Thus, sectoral ministries give preference to their scientific organizations while shaping state programs. Although it would be more appropriate to conduct joint research with universities, academic and sectoral structures that have the corresponding materials and ideas,” the head of state believes.
“The National Academy of Sciences should be in charge of ministerial coordination in science. However, it cannot not perform this function properly, concentrating mainly on internal issues. It is unclear what the Academy lacks: the authority, zeal for work or maybe administrative resources,” the President noted.
